I have examined the accompanying Ordinance, entitled "The Prevention of Crimes Ordinance, 1887,"

and I am of opinion that the Ordinance is one which is not contrary to the Governor's Instructions.

The Superintendent of the Gaol, in his Report for 1885, stated that it would tend to the repression of crime in Hongkong if prisoners who have carried out a sentence were placed by legislative enactment...
